SQ will upgrade based on...
I saw a little sign at a corner in the Premium Putra Lounge in Jakarta today pertaining to SQ passengers.
It read something like this:
"UPGRADES will be based upon the following order -
1. VIP Passengers
2. Solitaire Life PPS Members
3. Solitaire PPS Members
4. PPS Members
5. Krisflyer Gold Members
6. Virgin Flying Club Gold Members
7. Star Gold
8. Krisflyer Silver / Virgin Silver
9. Star Silver
10. Basic Krisflyer Members
Ok. Now we know!
It read something like this:

We've always known SQ had split and questionable allegiances, and has been a less than willing participant in the STAR Alliance. Then again, when will STAR twig to the fact it needs a third tier?

They should be the last.
If you pay full J/F - would want to sit next to a self important bozo who got a freebie, just because a few pax have heard of him? Apparently a few of them buy a CoS lower than they want to fly; knowing that the fact that they are famous will get them an Op-Up.
I for one would far rather sit next to a PPS Solitaire / 1K / V50 / BA Premier who was Op-Up'ed, than a VIP.

Maybe I was lucky, but I managed to get upgraded on SQ from Economy to Raffles last year when I was travelling stand-by from SYD to SIN - flight was chockablock full and I was lucky to get on. Was originally handed a Y boarding pass, but then they called my name at the gate and gave me a C boarding pass!
And, no, I'm not a VIP!

Actually "VIP" in SQ's terms would only be people they truly consider as VIPs. ie Heads of State and most ministers. If you're already truly a VIP (self), the chances are that he/she will already be in the foremost front cabin!
BTW SQ will not upgrade even their SOLITAIRE LIFE members if they are travelling on an award free ticket. As far as the SQ computer is concerned, it is a non-revenue ticket and thus, they will have no standing whatsoever. ie no upgrades.
