*A Upgrade Award Rules and availability

Just phoned Star Alliance desk of CO to get a segment of my NZ flight upgraded using OnePass miles. Was told that since JAN, NZ had some IT issues which prevented them to connect to the upgrade system of CO. The lady couldn't be specific but she knows that AC UA US had similar issue.

Then I turn to SK for the same help - and then was told that it was too early to upgrade NZ (even I saw this rare award seats from NH). It turns out:

-) You can book the award upgrade as long as there is availability on that particular flight,

-) Except:
For NZ, the upgrade window starts from 28 days before the departure date
For FM, 30 days (they won't remain in *A for long tho).
