It is not necessary for a special code to be in the URL for the system to "know" that you are coming from the Dulles signup link. They could be using the HTTP referer to make that distinction.
Further, if the RR folks wanted only NoVA/DC area folks to benefit from the promo, surely they would not mistake Washington State for Washington, DC.
