Also, to get anywhere decent from Tampa, it is a hefty boat ride and viz could suck.
You can do drift dives in West Palm in about 60 feet of water. Drop over the side, drift along the reef, when you are out of air come up. No navigating, no real effort.
You also have the choice of wrecks or reefs or both.

Did you check Groupon or Livingsocial for either Tampa or WB? TB area has a couple of wrecks, but not many reefs. Crystal River is also about an hour away and you can do your certification in the warm springs w/ the manatees (aka Sea Cows ).

As someone who lives on the Gulf side, I can tell you the Atlantic side is slightly warmer this time of year. I'd scuba dive down at West Palm in a heart beat over Tampa during the month of January. I swam in the Gulf a few days ago and it was more refreshing getting out than going in. Hope this helps, FAllWay
