Not that I'm aware of.
I have heard that it is cheaper to just rent a car and take the 90 or so minute drive.
It's actually not a bad trip, once you get out of TPA proper, where you may hit a bit of traffic.

The question is...if I rent a car I'll have to pay the drop off fee, right?

If you have a AAA membership the one way charges are often waved. The best way to find out is just make a dummy booking. Any of the car rental sites will let you make a booking up to the point of conformation. if there is a drop off fee it will shpw up at the time of booking.

More than once, I have rented a car at TPA and dropped it at MCO because I was on a BA flight that was leaving from MCO on a day that there was no BA flight out of TPA. I've never been charged a drop fee, and that is probably because the larger FL airports need all the rental cars they can get their hands on.

Many times the closer airports, such as MCO and TPA are almost considered as co-airports and treated as such by car rental companies.
