any charter flights to Colombia?
Either to Cartagena or Bogota, from East Coast of North America (i.e. I live in Toronto, but can get to New York as well)?

You can get from Toronto to Panama City using Air Transat in the winter. From there, you will need to take a flight (or a boat?) to Colombia.
