There is no such thing like general extended award availability for Elite Plus members.
Delta provides additional award seats in Y for their own Medallions (subclasses NF, NG, NP), but not for Elite or Elite Plus members from other FF programs.
Air France provides additional award seats in Y for their own Elite members (W class), but not for Elite or Elite Plus members from other FF programs.
KLM provides additional award seats in Y and J for their Platinum Elite members and sometimes also for their other Elite members. If Z class for J travel or M class for Y travel is still available, they will consider overbooking the original award classes (D for J travel, W for Y travel).
Also, double miles for no capacity controls only applies for travel on the airline the miles are coming from - Delta SkyMiles members can only use this benefit on DL operated flights.

Thanks for that info. Extra award availability in the OneWorld alliance (at least between AA and BA for their top-tier elites) is a nice feature.
