Change in Korean Airlines Customer Service

I've had occasion to call Korean Air customer service 5 times in the last week regarding a scheduling and ticketing issue that I could not resolve via their website. Each time I got a representative with a sufficiently strong Indian (possibly Pakistani) accent that it interfered with communication.

Anyone know if they have recently outsourced their English language US call center to one of those countries as a cost saving measure? Their website shows it as being physically located in Los Angeles.

In years past their telephone customer service has been considerably more pleasant and efficient than it is now.
