Transit Visa

As an Indian Citizen and an Australian Resident I am eligible to obtain a transit visa on Arrival to head into Singapore as long as I have a connecting flight out of SIN within 96 hours.. (Unless there have been any changes since I last read this information).

Any Idea how this actually works?
Do I just turn up at the Immigration counter with my passport and onward boarding pass?
Do I have to fill out any forms?
Are there any charges?

I tried searching with the keywords "Singapore Transit Visa" but couldn't find the answers to these queries.
