Leaving airside
I live in Bangkok and someone I'd like to surprise has a 6-hour layover in Changi. I would like to know if the following is possible:
But I am wondering how, as a departing passenger, they will allow me to leave airside and come back several hours later yet again?
Thanks for the comments!
- I check in online (no bags), clear Immigration and go airside.
- Surprise said person at their arrival gate.
- Leave airside together to visit The Jewel or maybe even head into town for a bit (for illustration purposes, leave the practicalities aside)
- He would be a transfer passenger
- I would be a departing passenger
- Clear Immigration again to go airside a second time
- See him off on his flight
- Proceed to my own flight.
But I am wondering how, as a departing passenger, they will allow me to leave airside and come back several hours later yet again?

No, unfortunately they will not. You are right about the transit passenger being able to enter and leave Singapore (once) during their layover. But the only way for you to do this would be if you were in transit as well. If you're REALLY REALLY keen to do this, you could book a quick return flight to SG earlier that day, and meet them at arrival gate after your return flight arrives. That way, you'll have two tickets to prove your reason for multiple immigration checks.

Changi doesn't want you to misuse boarding pass (i.e. enter airside without intention to fly). Many people have been arrested for this (entering airside for duty free/escort family, and then try to go back landside without flying).
I wouldn't do it(when you try to exit airside, how to prove you will intend to come back and fly? Or are you misusing the boarding pass by entering first time).
hdogan's alternative plan would work (take a short flight to KUL and return. Wait for friend when you land at SIN)

I emailed Changi Airport asking for advice, and they called me to discuss the situation. Their recommendation was to not clear immigration and (including actual directions on where to turn, etc.) explained how to get to where my friend will be landing, and only after I've sent him off go through Immigration and spend my time in Singapore.
He did warn: this is not illegal, but you will likely be questioned by Immigration as this is outside normal parameters. But in the end it should not be a problem.
Thought I'd share the feedback here.

So then why even clear immigration first time? Get a flight that lands at Changi some time before your friend's flight, stay airside until he arrives, meet him, clear immigration together, go see Jewel, and go back to the airport together. There's no arriving/departing passenger separation at Changi, you'll be deplaned in the public airside area of whichever terminal you arrive to, and they're all connected (at least terminals 1-3, T4 is a bit of a hassle).

Look, you have a choice of trusting the community of travellers you're a member of, who live or have lived in Singapore, and have more or less direct experience with the matter and the Singapore immigration... or a call center customer service agent of an airport. Your choice

What youre describing is also what their customer service agent suggested as a solution.

And yeah, after reading those news articles linked above I am absolutely not going to do anything of the sort!
Even the not clear immigration until many hours after landing has me concerned, as the cs agent suggested I may have to answer some questions as to why I didnt, etc.

Just for clarity and anyone else looking at this thread, it is an arrestable offence to enter the departure hall at Changi without the intention to board a plane. I think the OP now has it sorted though.

So, just to close out this thread I thought I'd provide an update on what I've found. For others to reference in the future.
Appreciate you all helping out!
- Changi customer service rep told me staying transit-side would be fine, and even gave me directions on how to not go through T4 immigration upon arrival. He did warn me I'd face questions, but said what I was planning to do was not illegal.
- Singapore Immigration call centre rep basically said the same thing, BUT warned that agents on the ground might feel different and recommended I get a written confirmation through the ICA website.
- Singapore Immigration website response took forever despite the 3 day promise, but in the end said : "arriving passengers are expected to exit the transit area at the earliest opportunity" ... which is ambiguous, but I took as a "please dont"
