Fare code WHMP?
Is this considered to be W? If so, is this an upgradable fare?

Yup, it's a "W" fare, and yup, it'll accrue miles..IF it's SQ.

It won't if it's a SilkAir "W" fare.................

If it is a "W" class ticket, you will be able to earn miles, but you will not be able to use miles to do an upgrade:

Only Economy Class tickets purchased on Singapore Airlines in S, Y, B or E booking classes or Y, B, E booking classes on SilkAir, are eligible for redemption of upgrades from Economy to Business.

It also depends on what miles you use to upgrade. For non-SQ miles, only Y/B fares are upgradeable.@:-)
