Westjet blocking use of Companion voucher to new Sao Paulo route?

Westjet blocking use of Companion voucher to new Sao Paulo route?
Knowing that Brazil limits YQ (fuel surcharge) fee on flights leaving Brazil I wanted to see if I could get an out size value on Westjet's new route. A return in early December ran approx CAD1200 lowest economy plus. Base fair was bout $810 and YQ was $330 (I presume on the way down). The system refused to allow me to use the companion pass. I'm wondering unlike European flights were the voucher isn't usually a good value (unless you book higher class fares) this approx $410 discount is being actively blocked.

For travel outside of Canada (the rest of the network) the following blackout dates apply: December 15-31, 2025, and January 1-5, February 12-16, March 12-16, 19-23, 26-30, April 2-6, May 14-16, 18, June 25-30, July 1, 30, August 1-3, September 3-7, 28-30, October 8-10, 12, November 6-11, December 16-31, 2026.

I tried to book early Dec which should fall outside these dates. Thanks for the blackout dates. Let me check again.
Tried for Dec 1st return 9th and still says "Some services are not available". Tried even with Econo instead of Basic fare. Tickets say they are still subject of Gov approval (the route is still pending approval) but I have no problem if I book a ticket for 1 person and can get to payment page.

Wait - are these blackout dates for the Mastercard companion, or the earned certificates? I have never seen blackout dates for companion certificates before?!

It is repeated twice elsewhere that there are no blackout periods for redemption of the WE CV.
