Or LHR-NCE. It seems that for a number of routes, flights to/from LHR are simply excluded from the sale which is quite annoying as they often have the most frequencies and better timings (and of course, for those of use who happen to be GGL, the CCR
)

Boston is coming up as 17,500 e/w or 35,000 r/t for some reason in August, even though it is supposed to be 30,000 r/t like New York in August...
For November Venice is discounted, but Bologna is not discounted.

Per the OP's link, NCE is one of the BA destinations not in this sale from LHR but is from LCY. GLA is similar. So, indeed, quite the faff to even get to the starting line on this one.

Decided it was worth cancelling and rebooking a DXB Y return for the sake of saving 5000 Avios versus the 35 cancellation fee.
Nothing else I have booked is showing a saving worth doing the same for, but it's all SH Y...

I don't think it is supposed to be for all routes, just the ones mentioned on the website.
I was able to see LHR-JFK availability at 100 + 30000A
But unlike normal long haul, if I add a domestic it's not free.
MAN-JFK is 100 + 40000A
Given I can get it for a lot less than 500 by paying cash I don't think I'll bother.

Best deals, in the past, may have been things such as economy from HKG-LHR for 16-18k Avios and a few in taxes / fees / surcharges.

One anecdotal note though, regarding the DXB return I cancelled and rebooked last night. The original booking had a POUG offer to WTP on both legs that has not appeared on the new booking. I know reward flights are less likely to get POUGs anyway, but I wonder if these discounted flights are even less so...

Is there an easy way of seeing if the rate is reduced or is it literally every reward flight to those destinations in the timeframe will have the 40% discount?

I was looking at booking (a reduced) CE flight LHR to PSA and cancelling my booked ET flight to PEG (where I need to be), and then taking a 3-hour train ride (yes I know, quite silly really).
What swung it against doing this was the awful timings, having to depart T5 at 7 am, versus my current booking departing T3 at 5 pm. I just couldn't forego the lounge hopping in T3.

Thats not quite correct. See upthread my comment about a random example LHR-CDG which is 20% discount on an Off Peak date but doesnt have any discount on a Peak date. Even though both are in the promotional period and the T&Cs state both peak and offpeak flights are discounted.
So there must be some nuances
EDIT: And as per my previous post, the Up to 40% is not always 40% (can be less, e.g. DXB or CDG examples). But the 45% off on the handful of routes listed at the bottom of the offer page seems to be guaranteed.
