I wouldn't make plans on being able to access that lounge based solely on your oneworld status. But QR will have made arrangements with one of the contract lounges. I don't know which one that is (someone may along shortly...) but they will give you an invitation at check in.
For the 2:XX am flight, when things first started to pick up again after COVID about two years ago, the SATS lounge was horrible after midnight - the QR flight was the only one from T1 until 6am or so, and it looks like they just let the lounge go to **** after midnight. It's better now. But still, the QR lounge and the Qantas first lounge are a lot better. If they're open.
MH used to use the Marhaba lounge, but they leave from T2 now.

It opens continuously now from 18:30 to 02:30 (and in the morning 07:45 to 10:45)

For economy, QR typically uses the SATS lounge in T1. It's not as good as the British or Qantas lounges, but those aren't always open at times that work for the QR flights.

I can confirm that it opens around 3 pm, and does not close. I can also confirm that they appear to run out of the nicer or more popular food items. There were about four items that had run out. Maybe the retiming to 6pm puts more pressure on the kitchen as more people may wish to eat than when it was at 9pm….

I have a JAL F inbound flight from HND-SIN then a next day 2pm departure on CX business class from SIN-BKK on the same ticket.
Do I get access to QR's premium lounge on the day of connecting or the next day? It seems all rather confusing. I also have OWE status as backup too.

I don't know the answer to your question, but if you are planning on staying in the airport the whole time, the two issues that come up (and which you may already know about) are, (1) the only one-world lounges open 24 hours are SATS (not very good) and Marhaba, and (2) Cathay leaves from Terminal 4, which is a long way from Terminals 1, 2, and 3 (which are a relatively easy walk from each other air-side).

(Are you planning to stay in the airport at the Aerotel, just outside the airport at the Crowne Plaza Changi, or are you well and truly leaving the airport proper?).

I am trying to work out the rules for "P"-class fares. It would be a party of two, originating in SIN, travelling to DUB, all QR-marketed and QR-operated. I am platinum, the other person will most likely be silver at the time of the trip.
I am pretty sure *I* still get access to al-Safwa, but I'm not sure about the other person. I'm also not sure about SIN - whether we would get the QR business lounge, or have to go to SATS (or perhaps the Qantas first class lounge, if it's open).
I guess it is the east lounge in Dublin, there doesn't seem to be much else.

As a plat you and up to 2 guests traveling business, even if its a P fare, will get access Al Safwa access. Now, there are mixed messages regarding access to the outstation premium lounges as a Plat in P as some seemed to have gotten access and some seem to get denied. But irregardless, as a OWE you will get access to the QF lounge if its open.
For the outbound flight from SIN, the departure is indeed at a time when the Qantas first lounge is open, so if I have to go there instead of the QR lounge, I won't cry too much. Unless Qantas changes the schedule between now and then.
For the return from DUB, it seems like there is just one lounge for everyone on Qatar (east lounge), so I guess it's a non-issue there.

I am flying in business with CX from SIN-BKK at 13.55 in September, departing from Terminal 4.
I'll be checking in online and will be traveling hand baggage only - is it likely I would be able to clear security in Terminal 1 and head straight to the QR lounge for lunch, or will I still need to enter security in terminal 4 and take a round trip on the shuttle bus?
*edit* doh, just realized it's not even open then, my apologies - can't seem to delete this pointless post.
