This could help you reach 110k CPQP, but to earn redeemable points you are better off using Freedom Unlimited then transferring to Sapphire then to Southwest. 1.5 points per dollar.

Email received today. Click thru shows the promo available in my account, along with an ad for the promo. When I try to register, it says I'm already registered. (I had registered and received the earlier 15% promo, but not this one.)

It is correct that you would need to earn 40,000 credit card points in 4 months in order to receive the maximum bonus of 10,000 points (25%).
On regular spending ($1 = 1 point) that would require spending $40,000. On Southwest or partner spending ($1 = 2 points) it would be half that.
The threshold is $10,000 ($20,000 for some) to qualify for the bonus, meaning you'll earn 25% on any credit card point amount above 10,000 (or 20,000) and below 40,000.
Sign-up bonuses are excluded per the terms and conditions, however in the earlier version of the promo they were included in qualifying totals for both threshold and earning. Meaning spend could be significantly less.

And you still need to charge $40k during the 4 month promo to get the maximum 10k bonus (which was the original point).
(Also: As I mentioned above, points calculated for spend threshold & earning do not necessarily equal amount actually spent in dollars.)
