Not all IC's offer the 2-4-1 rate. It' s a bit hit and miss. But quite a few do in Eastern Europe. Especially during the summer months. Try looking on the PointMavern website for individual hotel promotions. @:-)

Even though it states 2-4-1 offers are only applicable at CP, HI & HIX properties on the 2-4-1 main page (link above), IC's do offer 2-4-1.

Do a city wide search for all properties and don't just limit yourself to one particular IHG brand/hotel if you want 2-4-1 deals.

2-4-1 is not "deeply discounted" - you pay the full rate for the first night and 0 for the second. That's why 2-4-1 is ONE eligible night (at least - I had some stays posting two eligible nights)

I've found the PC phone customer service to be much more effective than via e-mail. Except for one case they sorted out everything while on the phone. That one exception required me to send in an invoice copy by (e-)mail, and was sorted out in return e-mail. When I have some problems, I just call them.

Ditto. This is strict PC policy - a 2-4-1 ALWAYS gets you at least 1 night credit and the points. If you haven't got it for past stays, file a retro claim.

I have just tried to book the 2 for 1 rate at the CP Kensington and here's what I got as total price for a room listed at 147.50 pounds and its non refundable or changeable. Does the rate rule highlighted mean the discount will be applied at the time of checkin?:

These are all true, if they haven't changed your booking. I personally found out at least three times now, someone in individual (different) hotels can interpret our booking differently and change it to splite the cost of one night to two nights. In those cases, even if you fill in an online form, all PCR staff can see from your booking is a very low rate for two nights.

The only solution is to call/email that hotel directly. In one case, I have to call them a few times to put things right and PCR can do nothing about it.

The rate on this booking is 295GBP for the first night and 0GBP for the second night. The average nightly rate for your stay is then 147.50GBP.
These are prepaid, non-refundable rates, which means your card may be charged for the total room cost (295GBP + tax=346.63GBP) any time between booking and check out (different hotels do it differently).

Considering that the Exclusive 2-for-1 rate is more expensive than other discount rates at the CP Kensington during your dates, there's no reason to book it. Additionally, there are other London properties that are better deals that weekend (worth considering).
