I think it would be possible, but tight. If there is bad traffic, you may have issues.
SFO-Fisherman's Wharf is probably about 30 minutes by taxi (with no traffic).

Hi,
I personally would not chance it.
It might be possible ( assuming a on time arrival) for a VERY quick lunch.
Assuming 10mins to get from the doors opening to getting a taxi, 30mins out to the Wharf, 30-40mins back, 15mins for security and boarding at T-30 you MIGHT have only 1 hour for lunch but this leaves no headroom in the event of delays.

Incidentally, should you decide to head for SF regardless, bear in mind that the best seafood is NOT at Fisherman's Wharf, in the opinion of most locals.
Another choice near the airport, both seafood and non-seafood, is Hong Kong Flower Lounge for dimsum, although that's better in a group.

I think the most common question I get from out of town guests is "where do I go for good seafood?" I honestly don't know the answer to that question. I suppose one answer is to go to a good restaurant and it will likely have one or two seafood dishes depending on what is fresh and available.
