The best prepaid card that I like is Green dot issued by citibank. https://www.greendotonline.com/citi/HomePage.aspx
You can buy reloads at CVS, Walgreens, Radioshack and host of other places. You can even reload it online without fee.
If you search some online forums, you can get the code to get the initial card free from citibank.

But I really want a card with almost no money in it, so even if they have the number etc they cannot hit it again to se if there are funds in it,
My paypal account goes up and down, but really has more money in it then I want to expose,
