They sort of are. There's a mail-in offer for a free dispenser if you buy a 12-pack of notes.
I was surprised how quickly that packet of samples turned up. There was a pack of pop-up notes (3x3) with the aforementioned mail-in coupon, one with flags with a $2 off coupon, and a small pad of "Super Sticky" 4x4 notes with lines on them.
