You get 10 MILES PER PER $ WITH DINING FOR MILES,so you are restricted to one visit per month per card but if you use a number of cards you can enroll a different one with each airline program eg I am enrolled in UAL,NWA,Delta, Usairways and American each with a diffrent card so I can make 5 vists per month to the same restuarant.
I am not a member of Webmiles so I dont know if you get miles directly with an airline,
but their program would only suit you if you
have one restuarant you go to a whole lot.

Yup, airline dining programs run by idine which also runs WebMiles are better value at 10 miles/$ rather than 5 WebMiles/$.
