Yes it is.
I happened to be observing LGW-DUB. First the dates appeared as selectable in the app, later the flights became bookable (both in the app and on the website). This is for July 2023.
Be warned that with Ryanair (and LCCs in general) it's quite likely you'll receive a schedule change when booking a year in advance.
