Experiences with Livery Drivers?

Am I the only one that wishes that Uber/Lyft would ban livery drivers from UberX/Lyft? 90% of my rides with drivers that have livery plates have involved the driver playing games such as driving two blocks before pulling over so that I can’t cancel without a fee, or stopping to get coffee while on the way to pick me up. Their ratings are always lower than average (4.6 or so) and it’s just disappointing to see the livery plate when I’m matched with a driver.

UberBlack and LyftLux have been fine.

I haven't used Uber/Lyft for 6 months but previously I found the black service (when it actually selected a professional driver) to be a better more consistent experience.

I used to be happy with livery drivers, but more recently, they seem to not help with luggage etc. it seems they think Uber/Lyft passengers are crap and therefore they dont need to treat them as luxury riders.

Is this city-specific, or your general experiences in multiple locations?

I would say California and Dc is my experience but only because that is where I tend to use such drivers.
