Does Air Tran have a dining rewards program?

Did you look on the Air Tran website for partners?

Every FF program that has dining rewards has it listed on their FF program website somehow under partners.

On the other hand, Rewards Network itself does NOT have an exhaustive list of partners that it makes public. You can find this partial list:

http://www.rewardsnetwork.com/nofeeclients.jsp

but then if you know that hotel chain FF program Priority Club participates you'll notice that it's not listed there. You have to go the Priority Club website to find out that there is a dining rewards program.

All I can tell you is that NONE of the LCCs are on that public list on the web page linked above.

Thanks for the help. I looked before and again today, but couldn't find anything. I was hoping someone here would know.
I have the Air Tran Visa and would like to ring up points through an IDine program too.

I am fairly certain the answer is no, but why don't you call Rewards Network and ask them?
