I repeat my claim that OP could sue for damages over this. The most basic contractual obligation of a rental car company is to give a customer a working, legally operable car. Enterprise didn't do that and breached the contract.

What else is an officer supposed to do when he pulls you over? Make an optional request for your license but say "you don't have to, it's totally up to you"?

The sighing sounds like "Those stupid rental companies", not "Oh darn, I can't give him a ticket." He could have easily ticketed him and told him to sort it out with the rental company, but didn't.

​​​​​​​Police officers get a ton of garbage from people all the time, no need to make their jobs harder.
