Late-night CLE Rental

Late-night CLE Rental
I'm looking at booking a flight that arrives CLE around 11:45 PM. From what I can tell, most of the rental agencies are scheduled to close at midnight, with the exception of Avis and Hertz. Does anyone know if there is leeway with any of the other agencies with staying open a few extra minutes, in particular the Enterprise family?
Also, are Avis and Budget handled from the same counter? I've always skipped the counter when renting there, so haven't paid attention. Presumably, if Avis is open 24h, I should be able to rent from Budget and pick up any time even though they're allegedly closed. (I suppose the same question applies to Hertz and Dollar/Thrifty.)
