Yep. Stayed there a few months ago. Good location, if you want to be in the city yet in a quiet place. With any luck, you'll get a room overlooking the Flagstaff Gardens.
It's a very short walk to Flagstaff Station (but note that this is closed on Sundays) and to the free City Circle tram service (only runs during daylight hours). If you want to find most restaurants, visit Chinatown, etc, you will have quite some walking do to, or need to catch some of those trains and/or trams.
The hotel itself is much better quality than most of what is around in the city for the same price or quite a bit higher. (I'm basing that on having stayed there for $115/night including a good buffet breakfast.)
Note that Radissons in Australia are not part of any loyalty programme except for Qantas, as far as I know.
