Why should anyone have to book by phone if they don't want to. Booking online is far far more convenient for me, even if I didn't get the extra points.

Does this GM want people to stay in the dark ages just so he can make a bit more money? I would lose it if I had the kind of experience the OP had. It is completely inappropriate and unacceptable.

A fax confirmation is usually not necessary but if a customer wants, he can ask the hotel to send a fax confirmation

If it were me I wouldn't be annoyed. I'll gladly call the hotel directly next time and ask, since I'm saving your money by not booking from the chain website, what can you offer me? A discount? Free internet? Free parking? Free breakfast? more points?

In this business, there is nothing personal. It's all about business and opportunity.
