And officially opening on Feb 14th:

The new Qatar Airways Singapore lounge is currently in a 'soft opening' phase, although eligible travellers are still welcome through its doors. A Qatar Airways spokeswoman tells Executive Traveller that the lounge's official opening will be February 14 2020 (consider this a Valentine for frequent flyers).

For those looking to visit the new QR SIN lounge, this map may help for orientation. It's located at the top of the C Gates wing (as mentioned earlier, adjacent to the Emirates and Plaza Premium lounges) – see top-left corner in map below.
I reckon this will boost its appeal to business class flyers in transit on other Oneworld airlines which use the C Gates (often BA, sometimes QF) to allow a bit of extra lounging time compared to going to the BA/QF lounges and, depending on timing (against QR flight departures) enjoy a less crowded lounge experience than the nominal BA/QF lounges.

Yes they can. Easier to use early check-in at Jewel (3-24h before departure) then access via T1 immigration channel. It's still a long trek to T4 though (via T2 and a bus), so they'll have to be leaving the lounge a good 90 mins prior to departure time.

The question is whether CX will pay QR for the lounge visit.

Is it now possible to enter T1 airside at the exit immigration checkpoint with a T4 boarding pass. I asumme one must enter T4, take the airside bus to T2, walk to T1 QR lounge, walk back to T2 and take the airside bus to T4.

Cathay will pay QR for the lounge visit. They have no choice.
