Beirut Airport Qatar Airways Lounge
I just passed a sign that said construction is underway for a dedicated Qatar Airways Lounge. The location is on the upper lounge floor.

Indeed... They were recently (still are?) hiring for a dedicated lounge manager. Not sure when that lounge will be open, but I assume now that Ramadan (and the holidays) are over, things will pick a bit

The lounge opened mid January. I've had a look while going to the (also newly reopened) Cedar Lounge, as they were closing. Stunning, high quality finishes. The staff are very friendly. There is a dining area with a full bar, no waiter service though. Quite spacious for what it is.
The agent said it was just a lounge for First passengers, and when questioned about oneworld access (i.e. RJ/BA) she said it was just for QR First and opens about 3 hours before QR flights. Didn't think to ask where status pax in Y go.

Is there some low-level Qatari prince (not high enough to fly private) that regularly flies to Beirut, or what has Beirut done to justify such a nice lounge relative to the importance of the destination?

QR has pretty healthy loads on BEY flights - especially after the recent blockade. Most Egyptians, Syrians, and not to mention Lebanon, fly the DOH-BEY and BEY-DOH routes. I occasionally book myself and my family tickets in F, and have also found the premium cabin to be fairly full at many times. Funny story - we flew DOH-BEY on New Year's eve, departing around 8 pm, the entire plane had only 12 passengers (8 passengers, and my family.)

Will be flying in F on QR out of Beirut early next month - we intend on spending a couple of hours in the lounge, so will keep you folks posted on the experience.
Also, for those of you unaware, QR doesn't really operate Y service. Their premium cabin is F (which, technically is Y, plus dates and coffee service.)

Compared to dead Doha.........Beirut has lots of sex, drugs, casino's and rock n roll

ohh, I don’t know. There has been a lot of sex in Doha too with QR screwing over its loyalty club members!
