Blocked Seats on upcoming QF Flight

My QF12 Flight Lax- Syd 21 July 2020 already had rows 11 12 13 15 16 17 & 18 blocked. (Business Cabin)
I can understand 11 12 & 13 (Mini Cabin) being unavailable however to block 15 16 17 & 18 is a bit rich.
I booked the ticket last Tuesday (earliest that you can ticket for this flight) as part of a final leg of a RTW with various airlines.
I would like to hope that some rows are blocked in readiness for the 1-2 -1 layout. A380 new business class.
Closest I can get to the front is 19E & 19F

Your choice of seats will be affected by your QFF status. For example as QFF Gold I can choose seats from Row 17 on this flight. The higher you go the better the choice you will get. If you wait till about 80 hours before your flight any unallocated seats further forward should open up and you can select them.
