All IATA airlines interline on a single ticket, so QF and SQ willl automatically interline.

If you are asking about separate tickets, then JQ does not interline with SQ and QF stopped interline about a year ago for outbound -- again for separate tickets to non-Oneworld airlines. But enforcement is sporadic, and some have reported being able to interline at times. Perhaps part of the confusion is that QF appears to offer interline for inbound travel, at least at SYD (allowing non-OW arrival to use the QF bus over to domestic, even on separate tickets).

I want to know who QA is, presumably Qantas Airways - in which case I want to know who SQ is (can't be Singapore Airlines, they would be SA, wouldn't they?)

So the answer is no I guess?
QF-->SQ
On one booking: Yes
On separate bookings: No (you may ask, but do not expect it)

SQ--> QF
Yes (but not worth it, as you have to reclaim the luggage after immigration anyway.

Why don't you try Virgin? They interline with SQ! I think that is the answer QF wants to have!

If you were flying MEL/SYD-(QF)-ADL and ADL-(SQ)-SIN on separate tickets then Qantas policy is not to interline bags.

It really depends on SQ's policy when you check-in in Europe.

QF will for connecting oneworld flights on separate tickets.
