The $25 visa is dwarfed by the (usually) hefty cost of positioning to Cairo.
Sharm el Sheik (SSH) is an Egyptian visa free entry point, but only for travel within the south Sinai area around Sharm. TK's SSH IST service might code share with Egyptian, so if you have an aversion to visas you might check if these fares cover Egypt or are limited to Cairo

The 25 Dollars are an entry tax rather than a visa fee. Literally what you do is buy a sticker at a counter just before immigration. No hassle at all other than a fast-moving additional queue.

Regarding the Egyptian visa/stamp tax, you can also apply on line for a multiple entry eVisa. Then when you arrive (both times), the only queue you have to stand in is the regular immigration queue.
As has been said above, you can also do a direct airside transit. It's a little nerve-wracking if you're new to Egyptian culture, but it's never been a problem. I recommend having everything printed out. It's even worked for me when my bags have only been checked as far as CAI, too.
Final point of information regarding this fare - the IST connection only works through maybe February or March. SQ only codeshares on one MS (Egyptair) flight to IST, and once MS changes their schedule (Feb or Mar, not sure when), the MS/SQ codeshare arrives into IST after the SQ flight has left, so you have to stay overnight in IST. The DXB connection will continue to work, but it's a little more expensive and a much shorter flight from DXB to SIN, than is the IST-SIN (and it has to be sold as SQ, so the earlier MS flights to IST won't work.) They also publish a BKK option, but the MS flight from CAI to BKK is in the A330 and it's just TERRIBLE in business class. It's almost angle-flat, but at maximum recline the angle is so steep that I find it hard to stay off the floor. Literally.

That kind of routing would also be very advantageous once the new M&M status scheme starts in 2021.
CAI-DBX and SIN-IST-CAI would earn you 150 points alone.
