They extended a portion of the rule to 'everyone' - that means everyone in the entire world.

Case in point - any management employee of a foreign enterprise doing business in Cuba using land or other assets confiscated by the Castro government (from the whiny Miami exiles, no doubt) is inadmissible to the US.

A number of Canadians and Europeans were barred from the US because their employers conducted business in Cuba on land or facilities which met the definition of the rule.
