And I'm pretty sure patting down the nipple area is not part of the revised breast-groping procedure.
If I saw someone doing that to my SO, I'd be committing acts of violence in spousal-defense, and I'd be the one calling for the LEO and demanding arrest of the TSO for aggravated sexual assault.
It's possible they were actively harassing her prior to the nipple-ring incident simply through unneded use of the HHMD (a device which we all know can be made to falsely alarm on virtually anything by holding it too close).

..I will sleep well tonight knowing that Nipple Ring Bombs are being detected and defused by my Guvamint...but them Prince Alberts have got me a little scared...

IME, you can be randomly secondaried even if you don't set off the WTWD. In which case, you may get the HHMD (or not) and limited groping/patdown (or not). It's all part of the continual screening mandate, designed inconsistency nonsense, etc.
