Question TSA in Canada?

When I flew home from Canada on NW YEG-MSP, MSP-LAX I noticed that one of my checked bags was searched by the TSA. Would that have happened in Canada or while the bags were between flights at MSP?

At MSP.

It doesn't matter if it's Edmonton, Moscow or Sydney. Every time a connecting bag connects in the states, the TSA paws your bag at the connecting airport if you're coming in from a non-U.S. city, just as if you just checked in at that airport.
