It's a balance between security and allowing people to have some ability to carry-on items. Well now Bill, Ted, and Mary Jane all have to work together to carry out their plan. That makes it more difficult. You can nit pick at every rule, such as why 3.4 ounces, but there have to be parameters around things. The rules strike a balance between security concerns and the ability of a business/leisure traveller to pack enough in a carryon to get through a 4 day trip.
Actually, Bill, Ted and Mary Jane don't all have to work together to carry out their plan. Nothing stops Bill from going through a checkpoint numerous times (or different checkpoints so as not to see the same screeners) with each time a different liter bag of explosives and then placing them in his gallon container airside. Does that make it more difficult? I would proffer only marginally and certainly not enough to justify the cost and time lost due to this kabuki security. A better balance would be deploying technology to see if one is actually carrying explosives.
