How to meet someone in transit?

My wife wants to meet a lady who is travelling from Johannesburg to Houston, via Paris with a 4 hour stop in Paris.
Wife is in England and ideally would like to meet in Paris.
Concern is that the traveller won't be allowed out of transit and my wife wont be allowed in.
We have considered going to Houston, but would like to meet in Paris airport if at all possible.

Your wife can buy a fully refundable ticket and then check in for her flight to get into the transit zone at Paris Charles de Gaulle airport, and then refund the ticket after she leaves. Just be sure the ticket is for a flight leaving out of the same terminal as the friend's flight. (CDG has 5 terminals, I believe.)

The only potential problem is leaving the transit area at CDG. I don't know how easy it is to do this without flying, as European airports typically have separate arrival and departure areas.

Your wife will not be able to go past the BP or passport control. The traveller can exit the satellite as if she was entering Paris. She will have to fill out a yellow card (carte jaune) and have her passport to leave the area. She will only have to re-display her BP again after leaving the check-in area, and show the BP and passport at passport control.

There really is nothing around CDG. Cab or Air France Bus takes 45 minutes (in good traffic) each way into Paris itself. You might be able to find some restaurants in terminal 2E or 2F outside of the BP control area, but I wouldn't hold your breath. You might be able to take a hotel shuttle and dine at a hotel restaurant.
