Expanded "U.S. Visit" Program

The expanded U.S. Visit program, where all foreign passengers, even those from non-visa countries, are fingerprinted and photographed, began yesterday.

Have any FlyerTalkers experienced this yet? How was it?
A man came up to us the other day and wanted to get a ticket out of the US. He was here before this was enacted and didnt have the card that they issue when you come in now. He couldnt get out!

What finally happened to the guy? Surely he isn't the only person in this situation.

We referred him to the immigration dept at the airport. I gather that you cant use a self serve kiosk for ticketing without this card. But I havent figured out how they know that you are an alien and need to use this card in the first place.
