Foreign Carriers and SSSS/CLR

Post Foreign Carriers and SSSS/CLR

Does anyone know if it is only the U.S. carriers that use the SSSS (for extra security screening)/CLR codes on a passenger's boarding pass for flights originating in the U.S?

I remember flying CX (Cathay Pacific Airways) from SFO to HKG and they did not have either SSSS or CLR on their boarding passes.

Are foreign carriers exempt? or their computer systems don't have the ability to print SSSS / CLR?
