Are recently-issued RFID passports safe from RFID reading when closed?

No, they are not, but you can buy woven steel passport covers that will shield it:

Most any RFID wallet should offer good protection from having a passport skimmed. All you basically have is a cheapie Faraday cage, heck aluminum foil would be great if it was more durable. I picked up a $10 Travelon from Amazon which works well. Of course testing is good but I don't know how the average consumer could 'test' the attenuation, but at work we have a Motorola FX RFID reader in the lab & it does not detect any of our RFID tags inside the wallet (both active & passive).

However, Zarf4 is correct, the average consumer would not have the equipment or probably knowledge to do the testing correctly.
