Much ado about nothing... this is for GA flights to DCA that follow the security program and depart from designated gateway airports / FBO's. Talon is just announcing that they've been approved as a gateway facility.
But it doesn't really matter... if you're important enough, you can tell the TSA to go F themselves when you fly to DCA.
