I have a simple solution:

Start laying off people who add nothing to security; they just add to more labor costs every year that can be easily replaced with a machine that has low initial overhead costs and high ROI.

The TSO whose job only consists of carting back the trays over to the other side can be replaced by an angled railing or a conveyor belt going the other way. The TSO whose only job is to repeat the same thing repeatedly can be replaced by an AV monitor with speakers. Those alone should save billions alone in taxpayer money.

Six Flags theme parks does these jobs well, hire them as consultants.

As stated that is a logically truthful statement. The converse is also true: Those that they DO irradiate, they sometimes also molest.

Hence my addition to the top problems and solutions.

Problem: Imaging scanners do not detect WEI, only anomalies. Passengers typically do not have sufficient information at the airport to give properly informed consent.
Solution: Clear signs before and on each WBI scanner informing subjects that the scanner generates a naked image, and does not detect WEI. Clear statement from TSO before permitting a subject to enter a scanner that the scanner generates a naked image, and does not detect WEI. Verification by LTSO that the subject understands this shortcoming in WBI and that the subject may be subject to a pat-down without further warning if they proceed with the "optional" scanning.
Purpose of solution: Obtain properly informed consent of each and every passenger before subjecting them to the NOS.
