The liability of using grooming products from essentially a public trash can is simply huge. This program will end when someone "donates" a shampoo bottle containing Nair or fabric dye.

Exactly.

This setup boils down to an effort to speed up the "security" screening, under the guise of charity.

Other than its arcane rules, the TSA has no direct involvement with this donation bin.
