Yes, you can get miles from NW if you have a Sprint PCS Free & Clear plan costing 49.99 and above. Non free and clear plans and the baisc free and clear will not earn miles.
You can also get miles with most local phone company operated cellular networks where you are allowed to choose your long distance carrier.

TW - small correction: Sprint PCS Free & Clear Plan $29.99 (not 49.99) or higher is required to qualify for NW miles. See small print at http://s1.sprintpcs.com/promotions/html/northwest.html
