From what I can tell, this 17h40m flight has a one-hour fuel stop in Dublin. Am I correct in assuming that passengers also go through US customs and immigration in Dublin and then land ‘domestic’ in ORD T5?

Unfortunately not. There is no preclearance on those ET flights through DUB; it's a tech stop only and you'll remain onboard.
