Maybe there was some misunderstanding on the original call. After speaking to me they made another call to Air China a few days ago and the refund was offered/processed, no questions!

My refund came super fast. Very impressed with CA.
Flight change/cancellation : June 15
After called in, received cancellation confirmation email (stated 4-6 weeks timeline): June 17
Refund on my CC : June 25 (9 days!!)
