I am not sure if this is the right place to do it, but how do I go about nominating a moderator?

You don't volunteer others, the person applies if they're interested.

I would like to volunteer my time to be a moderator. ^ I have expressed my interest in the past with nary a response or confirmation of my interest. It's been six months so I thought I would try once more.
I have been involved on a daily basis with Flyertalk for over nine years, never been disciplined or suspended and have been appreciated as a source of knowledge to many.
Hundreds of my fellow contributors to this board know me personally and can confirm my reputation for fairness and helpfulness.
Even though I am loyal to particular programs, I travel weekly and have experienced just about every program available in North America. I will not picky about what assignment would be offered to me.
Thank you for your consideration.

Did you fill out the application & send it in & still haven't heard, or just 'expressed interest'? BTW - I think you'd be a good mod, but didn't know if you did the paperwork or what the timeframe is once the 'paperwork' gets submitted.

I applied some time ago. Some number of months later received a cryptic message from Randy acknowledging my application. Haven't heard anything since.
I've assume I was judged and rejected.
I'm not sure I feel the same proprietary interest in FT since the acquisition, so perhaps it is all for the best.
