Priceline (published prices) loyal customer discount

Recently I saw that priceline has some discounts for signed in users. They call it "loyal customer" (though I get it and I've not been using priceline than once or twice a year). That is for published price hotels, not express deals or name your own price. It is available only for certain hotels, of course, but the prices are significantly lower than hotels.com, up to 20-33% off! I used it once 2 weeks ago and got an ok room (I've gotten some odd rooms in the past from priceline -- close to elevators, ADA, smoking rooms, etc. -- but that's only for express deals or name your own price).

Does anyone know anything about this? Is it some temporary promotional thing, or... how does it work? I'm a bit suspicious.
