Changing a flight segment to a surface segment

Is it always the case that a $125 change fee is required to leave out a ticketed segment in a xONEx itinerary?

I see where in the rules a no-show generates a $125 rebooking fee, but I'm wondering whether there are any circumstances --- after ticketing but before a ticketed flight (not the first segment) ---- where a passenger can arrange to cancel it, contnue the itinerary with the next segment, and not attract the $125 fee.

For example, is it possible to change the OW airline of a segment (normally a free change) to "no" airline, or change the date of a segment (normally a free change) to "no" date ---- and avoid the fee?

I presume you are referring to the xONEx fare.

THE RULES CHANGED RECENTLY.
  • Before travel has commenced:
    • Changes other than to Date/time/oneworld carrier/inventory permitted at a charge of USD125.00 per transaction.
    • If your route originates in TC1 (The "Americas") then changes to the first international flight and preceeding flights are not permitted less than seven days prior to the date of the first ticketed flight.
  • After travel has commenced:
    • Date/time/oneworld carrier/inventory changes are permitted provided ticketed points remain the same.
    • Changes other than to Date/time/oneworld carrier/inventory permitted at a charge of USD125.00 per transaction.

If you have a paper ticket then just rip off the coupon and continue.

And cancel the reservation, otherwise I think you'd get hit for the new $125 no-show fee for rebooking all the remaining sectors.
