Exception: Not applicable for sales made and/or travel originating in Canada or the European Common Aviation Area (ECAA).
The last sentence above makes it clear that even though Switzerland is not part of ECAA, ticketing through UK (for example) can be done at the ex-Switzerland price even if lower than ex-UK price. If the ex-UK price is lower it does not apply for xONEx starting somewhere else that has a higher fare.

Fare at origin country applies, except in the following circumstances
a) fare at sale country is higher AND sale country is not Canada or member of ECAA

If sale country has lower fare than origin country, even for Canada or ECAA, you cannot use it to start somewhere else.

From my reading of the xONEx rules and my very recent experience, this is incorrect. The second paragraph should read

"Fare at origin country applies, except in the following circumstances
a) fare at sale country is higher AND sale or origin country is not Canada or member of ECAA"

I recently booked a DONE4 ex-UK, paid in US$. The base fare was computed in pounds, converted into US$ at a decent-but-not-great exchange rate. After conversion, the base fare was approximately US$2400 less than the ex-US base fare.

(My original plan was to book the DONE4 ex-JNB, but the planning proved to tricky. Booking ex-UK in US$ was easy.)

Here are the remarks on the PNR for a RTW ticket originating in London, and sold+ticketed in Bermuda (where the RTW fare is much higher). I queued this ticket for pricing, and purchased, about 3 weeks ago. Anything starting AA* is my message to the rate desk, and anything starting H- is the rate desk's message to me.

Code:
 32.AA*PLEASE RE-PRICE TICKET FOR SALE/TICKETING IN BDA
 33.H-AA RATE REQUEST RECEIVED 918AM/04JAN/TAQ
 34.H-TICKETING RESTRICTIONS APPLY.
35.H-COUNTRY OF PAYMENT MINIMUM CHECK -COP- APPLIED. FLAT FARE
36.H- FROM COUNTRY OF ORIGIN, CONVERTED AT THE BSR TO COUNTRY

So they first charged me the higher ex-BDA fare. Then I quoted fare rules, and they returned the lower ex-LON fare, converted to Bermuda dollars.

I've since priced and purchased another ex-LON fare sold and ticketed in the USA, at the ex-LON rate.

That having been said, I do agree with the previous posts that if the ex-BDA rate were lower in this circumstance, I would pay the (higher) ex-LON rate because I'm originating there.
